Bhubaneswar: The State Institute for Women and Children (SIWC), Laxmisagar, Bhubaneswar, an institution under the Department of Women & Child Development, Government of Odisha, successfully organized a four-day training programme in three phases on “Finance, Accounts & Service Related Matters” for District Social Welfare Officers (DSWOs), Child Development Project Officers (CDPOs), Project Officers (POs), and district-level officials entrusted with bills and accounts responsibilities.
Under this programme, all the districts of the State were covered under three phases comprising ten districts under each batch and the training programmes were conducted from 7th to 10th July, 21st to 24th July, and 28th to 31st July, 2026. Comprehensive training was imparted on various subjects, including Pension Rules, Service Verification, Leave Account, Travelling Allowance (TA) and Leave Travel Concession (LTC), Cash Book Management, Procurement Rules, IFMS, Income Tax, TDS, GST, and HRMS. The resource persons from the Finance Department, Government of Odisha, Madhusudan Academy, DTI, and CMGI delivered sessions on the respective subjects.
During these training programmes, Dr. Mrinalini Darswal, , Commissioner-cum-Secretary; Monisha Banerjee, Director; Ellora Mohanty, OFS, Financial Adviser-cum-Special Secretary; and Pramod Kumar Sahoo, Additional Secretary of Women & Child Development Department were present on the inaugural & closing sessions and encouraged the participants to perform their duties with greater awareness and responsibility towards maintaining financial discipline, proper accounting and correct maintenance of pension and other service-related records in their respective workplaces.
On the final day of each phase, Training-based assessment tests were conducted. The officers who secured the best performance in the assessment were awarded prizes and presented with certificates as a mark of encouragement. The participants expressed their satisfaction and opined that the training programme had significantly contributed to enhancing their professional competence and strengthening their knowledge of financial management, accounts, and service-related matters.
