Bhubaneswar: The 40-day training programme for Excise Constables organised by the Excise Department is injaugurated. The programme aims to strengthen the professional capabilities, legal knowledge, discipline and enforcement skills of Excise personnel. Inaugurating the training programme, Law, Works and Excise Minister Prithiviraj Harichandan said that illicit liquor and narcotic substances pose a serious challenge to society and often lead to loss of lives and livelihoods. He said that Prime Minister Shri Narendra Modi and Chief Minister Shri Mohan Charan Majhi have accorded high priority to the vision of a drug-free India.
The Minister emphasised that the Excise Department has a crucial responsibility in preventing the illegal trade in liquor and narcotic substances. He said that officers and personnel of the Department have undertaken several significant enforcement measures during the last two years, including regular raids and intensified action against illicit activities. He expressed the Government’s resolve to further strengthen such efforts and make Odisha a state free from illegal narcotics and illicit liquor.
Speaking on the occasion, Shri Harichandan said that training is an integral part of a government servant’s professional journey and should not be viewed merely as a formal requirement. It provides an opportunity to enhance professional competence, knowledge, discipline, integrity and ethical conduct. He urged the trainees to actively participate in the programme, acquire the required knowledge and skills, and utilise them effectively during discharge of their duties.
Excise Commissioner P. Anvesha Reddy elaborated the structure and objectives of the training programme. She highlighted the relevance of the training in strengthening the operational and legal capabilities of Excise personnel and enabling them to discharge their responsibilities more effectively.
A total of 446 Excise Constables will undergo training for 40 days. The first phase will cover 150 Constables. The 40-day training programme will include key aspects including Excise laws and rules, the Bharatiya Nyaya Sanhita (BNS), the Bharatiya Nagarik Suraksha Sanhita (BNSS), the Bharatiya Sakshya Adhiniyam (BSA), the Narcotic Drugs and Psychotropic Substances (NDPS) Act, and Government Servants’ Conduct Rules.
