Bhubaneswar: The Government of Odisha has embarked on an ambitious Quad City program aimed at transforming the state’s leading cities into powerful engines of economic growth and global competitiveness. As part of this initiative, the State has planned to create integrated economic regoins by clustering cities that significantly contribute to Odisha’s GDP. The first zone will connect Bhubaneswar, Puri, Cuttack, and Paradip — a unique combination of administration, culture, commerce, and port-driven trade. Similarly, another economic zone will be developed linking Sunabeda, Koraput, Bargarh, and Sambalpur, while a northern region will emerge with Rourkela and Keonjhar’s Barbil as key hubs.
Complementing this vision, the State has launched the Samruddha Sahar initiative, which envisages the Bhubaneswar-Cuttack-Puri-Paradeep Economic Region (BCPPER) as a vibrant urban-industrial corridor to drive economic growth. The scheme also proposes expansion to other key hubs such as Sambalpur–Jharsuguda–Bargarh, Koraput–Sunabeda–Jeypore, and Keonjhar–Joda–Barbil. Further, eight cities around industrial clusters, including Angul, Balangir, Bhadrak, Vyasnagar, Keonjhar, Baripada, Rayagada, and Rourkela, will be developed as model cities.
Usha Padhee, Principal Secretary, Housing & Urban Development Department, said: “Odisha’s Quad City program, together with the Samruddha Sahar scheme, is designed not just to expand urban areas but to strengthen economic transactions, industrial opportunities, and inclusive development. These will provide a framework for balanced regional growth while enhancing Odisha’s role in the national and global economy.”
The initiatives are being steered in coordination with an internal committee and the State Policy Commission to ensure strategic planning and effective implementation. By creating interconnected economic zones and sustainable urban-industrial corridors, Odisha is preparing its cities to act as future-ready hubs of innovation, trade, and prosperity.
