Bhubaneswar: The Government of Odisha and Centre for Effective Governance of Indian States (CEGIS) have collaborated to launch a Decision Support System (DSS) for enabling data-driven governance backed by analytical evidence. In this context, an MOU has been signed between Govt. of Odisha and CEGIS which aimed partnering for Viksit Odisha.
CEGIS Foundation is a Non-profit organization having 150+ highly committed and motivated professionals contributing in Nation Building. CEGIS signed a Non-financial MoUs with 5 year commitment with focus on institutionalizing capacity building in Odisha. Currently, CEGIS Foundation is working with 5 GoI Institutions including MoSPI, NITI Aayog, Capacity Building Commission, Karmayogi Bharat, India Intellectual Property Office.
The MoU signing took place at Chief Minister’s Conference Hall, Lokaseva Bhawan, Bhubaneswar in presence of the Deputy Chief Minister, Odisha Kanak Vardhan Singh Deo. DCM in his address at the outset welcomed the CEGIS teamto the sacred soil of Odisha-a land rich in heritage, shaped by resilience, and driven by the aspirations of its people. He said, this MoU signing with CEGIS is a significant step towards governance reforms in the State of Odisha. This marks the beginning of our transformative journey—one that places data, evidence, and outcomes at the heart of public service delivery. He also said that, the present Government is dedicated to serve the people of the State. That’s why it is people’s Government. Our efforts over the past one year —in health, education, disaster management, livelihoods, and digital infrastructure—have aimed to ensure that every citizen receives effective, efficient, and equitable public services. Our solutions must become smarter, targeted, and more responsive. The partnership with CEGIS is an important enabler in this regard. Their approach, research and field experience, complements Odisha’s vision for 2036 and 2047 in strengthening our institutions and systems, Dy CM has added.
Dy CM has also said, “over the next five years, this partnership will provide technical and analytical support across departments—helping us in policy decisions, optimize expenditure, and enhance the delivery of public service across key sectors.” DCM hoped that, this collaboration will be helpful directly into the functioning of our government. The Government of Odisha is fully committed to supporting this effort and he encouraged all departments to actively engage with this partnership. He also thanked CEGIS for their commitment, and cooperation in future to carry forward the vision of the Viksit Odisha for the year 2036 and 2047.
Chief Secretary Manoj Ahuja, in his keynote address said that, the Government of Odisha is committed to delivering seamless public services, ensuring that every citizen experiences convenience and efficiency at the last mile. This commitment is underscored by our investment in technology and training, aiming to eliminate bureaucratic hurdles and enhance overall accessibility.”
Development Commissioner –cum-Addl. Chief Secy, Odisha Anu Garg in her welcome address said large scale activities of Govt is going on for which there is need for very strong capacity building and she hoped that the partnership of govt. with CEGIS will help us to fulfil objective of Govt. in future perspective. Vineet Bharadwaj, Executive Director, Centre for Modernizing Government Initiative (CMGI) on behalf of Government of Odishaand Dr. Vijay Pinage, CEO, CEGIS signed the MoU on behalf of CEGIS Foundation.

Dr. Pingale, CEO, CEGIS presented in details about functioning of his this organization, highlights of GoO& CEGIS MoU, proposed area for decision support system for social sector, financial analytics and Capacity Buiding and Institutional Strengthening.
